A complaint filed with state election officials over campaign signs for Hopewell Councilor Anthony J. Zevgolis was done so anonymously -- which is allowable under recently adopted election administration code. Documents requested by The Progress-Index under the state Freedom of Information Act state the complaint was over yard signs that Zevgolis and his campaign placed throughout the city’s Third Ward that apparently did not comply with Virginia’s Stand By Your Ad law. Arielle A. Schneider, an election analyst and chief FOIA officer for the state Department of Elections, said Tuesday that the state Board of Elections adopted the anonymous-complaint policy earlier this year. SYBA complaints can be filed as credited or anonymously, and those who file the credited complaints have the option to request their identity be withheld. However, Schneider said, that does not preclude the ID information from being requested through FOIA.
